How to Develop E-Bikes for Different European Markets: Germany, France, the Netherlands & Belgium

Introduction

Europe is often described as a single e-bike market. From a manufacturing perspective, this makes sense: many European countries follow similar product regulations, use comparable components and share increasingly integrated supply chains.

From a commercial perspective, however, the picture is very different.

An e-bike that performs well in Germany may not necessarily have the same positioning in France. A specification that attracts customers in France may be unnecessary—or even counterproductive—in the Netherlands. Meanwhile, Belgium offers a particularly interesting combination of everyday e-bike demand, corporate leasing and high-speed commuting in Flanders.

For e-bike brands and manufacturers, the key question is therefore not simply:

“Which e-bike should we sell in Europe?”

It is:

“Which combination of product, price, service and sales model fits each market?”

Germany, France, the Netherlands and Belgium provide four useful examples of how consumer expectations can differ even within geographically close markets.

1. The European E-Bike Buyer Is Becoming More Selective

The European e-bike market is no longer in its early adoption phase.

Belgium combines mainstream e-bike demand with a highly developed leasing ecosystem and a particularly strong Speed Pedelec segment in Flanders.

For manufacturers, market size should therefore not be the only criterion when selecting a target country.

3. Germany Rewards Product Specialization

Germany's approximately 2 million e-bike sales in 2025 make it one of Europe's most important markets.

However, the more interesting point is the product mix.

E-MTB accounts for roughly 38% of sales, followed by e-trekking at approximately 24% and e-city at around 19%. E-cargo also represents a meaningful segment.

Corporate leasing further reinforces the importance of professional distribution. Germany's corporate bicycle leasing fleet was estimated at around 2.2 million bicycles in 2025.

4. France Is a Strong Test of Product Value

The French VAE market sold approximately 507,000 units in 2025, down 16% year on year, with an average selling price of around €1,999.

The market decline makes one issue particularly important:

Consumers need a clear reason to spend money.

VTC-style e-bikes accounted for around 41% of VAE sales, making them one of the strongest categories.

This is significant because VTC products sit between pure urban bicycles and touring bikes. They can support commuting, leisure rides, suburban travel and light touring.

This versatility gives manufacturers an opportunity to create a relatively broad product proposition without developing an extremely specialized bicycle.

What French Consumers Need to Understand

Instead of presenting a product page as:

750Wh battery + hydraulic brakes + suspension + 9-speed drivetrain

the communication should explain:

More range for longer weekend rides, better control on mixed roads, greater comfort on uneven surfaces and lower maintenance over the ownership period.

The technical specification has not changed.

The explanation has.

This distinction is particularly important in a market where consumers are more sensitive to pricing and where purchase subsidies have become less supportive.

The French repair market also grew in 2025, while professional second-hand sales increased. These trends suggest that durability, repairability and product lifecycle value are becoming increasingly relevant.

5. The Netherlands Is About Integration into Daily Life

The Netherlands represents perhaps the clearest example of a mature cycling culture.

In 2025, 391,318 e-bikes were sold, representing approximately 49% of all new bicycle sales.

More strikingly, e-bikes generated around 73% of total bicycle industry revenue, with an average price of approximately €2,872.

The Dutch consumer generally does not need to be convinced that an e-bike is useful.

The question is whether this particular bicycle is good enough to become part of everyday life.

This changes product priorities.

For a daily commuter, a few hundred grams of additional weight may matter more than a headline motor specification.

A comfortable low-step frame can be more valuable than an aggressive frame design.

A belt drive can be more meaningful than a larger battery if it reduces maintenance.

Reliable lights, anti-theft solutions, weather protection and fast service can become decisive factors.

Specialist bicycle shops account for approximately 82% of industry revenue, further highlighting the importance of local service and professional setup.

The Dutch Product Formula

Comfort + reliability + low maintenance + serviceability

This is why simply taking a European trekking e-bike and reducing its suspension or motor configuration is not necessarily an effective Dutch-market strategy.

The product needs to be redesigned around frequency of use, not simply terrain.

6. Belgium Reveals the Importance of Business Models

Belgium offers perhaps the most interesting example of how the sales model can influence product demand.

Total bicycle sales reached approximately 578,737 units in 2025, increasing 7.1%, while e-bikes accounted for around 51% of sales.

One particularly strong category was the city/touring e-bike equipped with internal gearing and belt drives. Sales increased by approximately 14%, reaching 144,008 units.

This indicates strong demand for durable, low-maintenance everyday transportation.

But Belgium also has another important opportunity: Speed Pedelecs.

Around 14,058 new Speed Pedelecs were registered in 2025, and approximately 62.4% were obtained through leasing.

Even more importantly, around 97.5% of registrations took place in Flanders.

This demonstrates that the product opportunity is closely connected with the business model and region.

For a standard e-bike, the focus may be:

The differences between these four countries point toward a broader change in European e-bike manufacturing.

The competitive advantage of a supplier is no longer simply:

“We can manufacture e-bikes at a competitive cost.”

Germany demonstrates the importance of clear product categories and complete capability.

France highlights the need to connect specifications with practical value.

The Netherlands shows what happens when e-bikes become part of everyday transportation.

Belgium demonstrates how leasing, regional differences and commuting patterns can reshape product demand.

For manufacturers, the lesson is straightforward:

European localization is not translation.

It is the process of adapting the product, price, message, channel and service model to the way customers actually use and purchase bicycles.

The most successful Chinese e-bike suppliers in Europe may therefore not be those offering the largest number of specifications or the lowest factory price.

They will be the manufacturers capable of turning one technology platform into several market-specific products, while maintaining consistent quality and manufacturing efficiency.
